Early Voting Is Here: What You Should Know About Propositions A & B in San Antonio

by Mark Stillings

Question: What are Propositions A and B on the ballot in Bexar County, and how could they impact the proposed downtown sports and entertainment district (known as Project Marvel) and the local economy?

Snippet answer: Early voting for the Nov. 4 election in Bexar County is now open (Oct 20 – Oct 31). Proposition A would allow venue-tax revenue to upgrade the East Side rodeo/exposition district, while Proposition B would authorize up to $311 million of venue-tax revenue to help fund a new downtown arena for the San Antonio Spurs as part of Project Marvel. These combined investments could substantially boost tourism, downtown development, and long-term economic growth.

Proposition A: Upgrades to the East Side Venue District

Proposition A would:

  • Increase the hotel-occupancy tax (up to 2%) and extend the short-term rental-car tax to fund improvements at the Freeman Coliseum, Frost Bank Center, and other facilities.
  • Provide roughly $191.8 million in funding dedicated to the East-Side venue complex.
  • Use these funds to plan, acquire, develop, renovate, and finance the district's future upgrades.

Why it matters to you

  • These venues host major events like the Stock Show & Rodeo and concerts, and improvements will help attract even more year-round activities.
  • Enhancing these spaces supports local jobs and hospitality spending.
  • A "no" vote keeps the funds tied to older projects and could delay or limit improvements.

Proposition B: Funding the New Downtown Spurs Arena

Proposition B is focused on the proposed new arena downtown:

  • It authorizes up to $311 million of venue-tax funds to help develop a multipurpose arena for the Spurs and other large events.
  • If passed, the hotel-occupancy tax increases slightly in 2026 and the rental-car tax is extended.
  • A failed vote could void the current term sheet with the Spurs and jeopardize plans for the downtown arena.

Why it matters to you

  • The new arena is central to Project Marvel, a downtown sports and entertainment district designed to revitalize the area near Hemisfair.
  • Supporters say it helps keep the Spurs in San Antonio and draws more visitors, boosting restaurants, hospitality, and the overall economy.
  • Critics question the transparency of the financial projections and the actual return on investment.

Project Marvel & The Local Economy

Project Marvel is a bold vision for a mixed-use district anchored by a new arena. Here's what studies suggest:

  • One economic analysis estimates $18.7 billion in economic output over 30 years from the district (not including the arena itself).
  • City projections anticipate $351 million in new tax revenue and $225 million annually in direct spending from the arena alone.
  • This type of development is expected to increase tourism, hotel bookings, downtown retail, and long-term job creation.

While the numbers are promising, some economists caution that projections are often optimistic. Real success will depend on smart execution, sustained investment, and strong community support.

 Make Your Voice Heard

  • Early voting runs through October 31 across Bexar County.
  • On the ballot:
    • Prop A (East-Side venues)
    • Prop B (Downtown arena)
  • You can vote yes or no on each separately.

Whether you’re excited about the future of downtown San Antonio or have concerns about public funding priorities, your vote will help shape the direction of our city.

A vote "yes" on Props A and B supports using hotel and rental-car taxes to improve iconic venues and fund a downtown arena as part of Project Marvel. These investments aim to elevate San Antonio’s profile as a hub for sports, entertainment, and tourism.

A vote "no" keeps funds tied to legacy projects and may delay or alter future development.

As a supporter of Project Marvel, I see this as an exciting opportunity for economic growth, downtown revitalization, and community pride. But it’s your city, and your vote counts.
